The Public Authority for Industry cooperated with Kuwait Institute for Scientific Research to complete study of restructure system of industrial incentives in state of Kuwait that aim at developing system of industrial incentives. This is made with the objective of encouraging establishment and development of rival exporting transferable industries, complementary transferable industries competing imports in state of Kuwait with the manner that cannot oppose with the obligations and duties of state of Kuwait in relation to bilateral international and territorial agreements. This effort continues with the objective of achieving vision of the decision makers in turning Kuwait into industrial developmental state with an economy compete internationally by 2015. The system of suggested industrial incentives becomes consistent with international, local conditions and positions, the international and territorial obligations, with new industrial countries experiences, and with the ambition of Kuwaiti officials to turn state of Kuwait into industrial sate with rival economy. From this point, recommendations are directed quickly towards varying industrial development and towards developing ability of industries to creativity added to developing products, services and production operations in continuous manner. While the suggested framework of industrial incentives is characterized by comprehensiveness and integration, it was suggested to make specific procedures for each field; these fields that were set to make incentives and government interference, include products market, inputs market, capitals market, technology, skills market added to direct foreign investment market.

An operative plan was put to apply recommendations of suggested industrial incentives system with assigning the concerned authorities in this matter.
